Windows Internet Explorer 9（簡稱IE9）是微軟開發的瀏覽器Internet Explorer的稳定版本，RTM版本已於2011年3月14日向公众發佈[1]。
IE9支持部分CSS3屬性[2]，透過Windows Color System支援內嵌ICC v2或v4色彩配置，並且提升了JavaScript的性能。IE9還將利用Direct2D、DirectWrite和Media Foundation實現硬件加速的圖像、包含Windows Imaging Component提供的映像功能以及由XPS列印管道提供的低失真列印功能[3]。IE9還支援HTML5 video和audio標籤以及WOFF[4]。
除此之外，IE9新增新索引標籤顯示使用者常用網站的圖示、釘選網站到工作列、附加元件效能警告、內置下載管理員等功能。微軟只單獨發布Internet Explorer 9，從未（亦不打算）於任何官方版本的Windows系統內預載[5]。
IE9只支援Windows Vista SP2及Windows 7，對於在亞太地區尚極為普及的Windows XP[6]卻抱放棄態度，不對任何版本的Windows XP進行支援，Windows XP用戶只能更新至IE 8。另外，IE9是最後一個支援Windows Vista的版本[7][8][9][10][11][12][13]，IE10只能運行於Windows 7或更新版本。

開發
IE9在IE8發佈不久之後開始開發。微軟在IE8發佈之後開始通過Microsoft Connect徵集建議[28]。目前，IE開發團隊專注於加強對HTML5、CSS3、SVG、XHTML、JavaScript、硬體加速支援和效能改進，以及具有敏捷性和「一個簡潔的新設計」的使用者介面[29]。
微軟在PDC 2009首次公佈了IE9，主要談及IE9將如何利用DirectX中的硬件加速改善網絡應用程序的性能和提升網頁排版的品質。
隨後，微軟宣佈加入W3C的SVG工作組，引發關於IE9將支援SVG的W3C推薦標準的猜測[30]。這些猜測隨著微軟在MIX 10上演示對基本SVG標記的支援得到證實。微軟同時宣佈IE9在第一個預覽版發佈時對SVG的支援將大幅改進。IE開發團隊亦對IE9利用的新JavaScript引擎進行介紹。新的JavaScript引擎代號為「Chakra」，可以將JavaScript代碼即時編譯成原生代碼來執行[31][32][33]。
在MIX 10上，微軟發佈了第一個IE9預覽版，包含對CSS 3和SVG支援和一個名為「Chakra」的新JavaScript引擎。它的Acid3測試得分為55 ／100，高於IE8的20／100。2010年5月5日，微軟發佈第二個IE9預覽版，Acid3得分為68／100，並在WebKit SunSpider JavaScript性能測試中表現較第一個平台預覽版為佳。2010年6月23日，微軟發佈第三個IE9預覽版，Acid3得分為83／100，JavaScript引擎性能再次得到改進，並新增了對HTML5 video、audio、canvas標籤以及開放字型格式的支援。2010年8月4日，微軟發佈第四個IE9預覽版，Acid3得分為95／100。
這些預覽不是IE9的完整版本，目的只在於測試最新版本的Trident排版引擎。它們供網頁開發者提供關於新增功能的反饋所用，可以和其他已經安裝的瀏覽器共存；它們只是渲染技術的預覽，只包含一個精簡的用戶界面，沒有網址列和導航按鈕等傳統的界面元素[34]。微軟稱這些預覽版本每隔約八個星期更新一次。
2010年9月4日，微軟發佈IE9 Beta，包含完整的使用介面。
2011年2月10日，微軟發佈IE9 RC，包含追蹤保護功能，及改良的使用介面。
2011年3月15日晚上9點，微軟在德克薩斯州奧斯汀市SXSW音樂和電影節發佈IE9 RTM正式版[1]。
對於舊版IE改善
新使用界面
IE9改善了使用界面，比IE8介面更簡潔，並增加與Windows 7的整合。並且資訊列會出現在下方，比舊版的IE較不會影響到使用者瀏覽網頁。 對Windows 7增強的支援包括：
- 可以將網站釘選後以符合網頁色彩的半透明彩色視窗啟動
- 跳躍清單，在圖示按右鍵即可存取最常造訪的網站
- 某些已釘選的網站還會有圖示覆疊，提供網站狀態相關資訊。例如，新郵件數量會顯示在工作列的圖示上。如此一來，可以不必移至網站就能掌握最新資訊
- 可以透過將索引標籤移動至其他地方而將網頁改以另外一個視窗瀏覽，也可以將網站移回原本視窗的標題列關閉原本瀏覽網頁的視窗並改以移動到的視窗瀏覽
JavaScript引擎
IE9嵌入名為Chakra的新JavaScript引擎作為核心瀏覽器組件。Chakra有一個單獨的背景線程編譯的JavaScript。Windows運行在該線程並行時，在一個單獨的核心之一是可用。編制背景使用戶能夠保持與互動網頁，而IE9產生更快的代碼。分別通過運行在後台，這個過程還可以充分利用現代多核心的機器[35]。
在初步根據SunSpider基準第三IE9 RC版本，它勝過了IE8的引擎，成績亦超過當時最新的Firefox 4.0[36]。微軟採用了死碼刪除的優化技術讓新的JavaScript引擎擁有更快的性能[37]，但是根據Mozilla開發者Robert Sayre進一步研究發現，Internet Explorer 9無效代碼消除存在缺陷，導致測試成績大幅提升[38]。
Chakra引擎顯著提高支援ECMA-262（ECMAScript的語言規範標準），包括新的功能，最近完成的第五版的ECMA-262（通常簡稱ES5）[39]。

網頁排版
IE是第一個支援Web字體的@font-face規定的瀏覽器，但早期只支援嵌入式OpenType格式，而且缺乏支援部分的對CSS3字體模塊[42]。IE9完成支援模塊和增加對CSS3字體WOFF的支援。
