Kongres Partai Komunis Uni Soviet XXVIII (2 Juli 1990 – 13 Juli 1990) diadakan di Moskwa. Kongres tersebut diadakan setahun menjelang jadwal tradisional dan menjadi kongres Partai Komunis Uni Soviet terakhir dalam sejarah partai.
